How the ranking numbers are calculated

ROW budget is the sum of loaded FDOT Work Program ROW-phase amounts. Cost density is ROW budget divided by FDOT-reported project length; milepost span is used only when reported length is unavailable. A missing value remains “Not available”; it is never guessed from parcel proximity.
